Welcome to DroneMex. By accessing, registering or using the DroneMex digital platform (the "Platform"), the User acknowledges that they have read, understood and agree to be bound by the following Terms and Conditions of Service (the "Terms"), which constitute a legally binding contract between the User and the entity that operates DroneMex.
If the User does not intend to be legally bound by these Terms, they must immediately refrain from accessing, registering or using the Platform.
Definitions
Remotely Piloted Aircraft (RPA): Aircraft that does not carry a pilot on board and is controlled from a remote piloting station.
Remotely Piloted Aircraft System (RPAS): The combination of the RPA, its control station, command links and any other component required for its operation, commonly referred to as a "Drone".
User: Any person (Pilot or Client) who accesses or uses the Platform.
Client: Individual or legal entity that requests and contracts professional drone services through the Platform.
Pilot: Certified individual who operates the RPAS and provides the technical service requested by the Client.
Mission: The specific assignment or project (photography, mapping, inspection, etc.) posted by a Client and accepted by a Pilot.
Deliverables: The digital files (photos, videos, point clouds, maps) resulting from a mission that the Pilot uploads to the platform for review.
AFAC: Federal Civil Aviation Agency of Mexico, the authority responsible for regulating and supervising civil aviation.
NOM-107-SCT3-2019: Mexican Official Standard establishing the requirements to operate RPAS in Mexican airspace.
VLOS (Visual Line of Sight): Operation within the pilot's visual line of sight, without aid of devices other than corrective lenses.
KYC (Know Your Customer): Mandatory identity verification protocol to prevent fraud and money laundering.
Stripe: Third-party payment processor responsible for managing funds and transfers.
PENDING: Payment has been initiated by the Client and is awaiting bank confirmation.
HELD: Payment has been confirmed and funds are securely held by the payment processor.
PAID: The transfer instruction to the Pilot has been successfully issued after mission approval.
FAILED: The payment attempt was declined by the bank or processor.
TRANSFER PENDING / TRANSFER PAID / PAYOUT INITIATED / PAYOUT PAID / PAYOUT FAILED: Intermediate states of pilot fund disbursement, from internal Stripe transfer to final deposit in the bank account.
TECHNICAL OR PHYSICAL IMPOSSIBILITY: When the User's Internet connection or equipment does not meet the minimum specifications published at https://dronemex.co/ and the User does not wish to upgrade their hardware.
REASONABLE LEVEL: Use of computing resources per User; processing may not exceed 2% of the total resources of the contracted service pool.
Declarations
Upon registering and each time they use the services, the User declares under oath:
- That they have full legal capacity and the enjoyment of their rights to contract and bind themselves under the terms of this legal instrument, being at least eighteen (18) years of age.
- That all information provided during registration, including name, business name, official ID, RFC, address and contact data, is true, accurate and current.
- That they acknowledge this contract is governed by applicable Mexican law, including the LFPC, the LFPDPPP and AFAC aeronautical regulations.
- That entering into this contract is their free will.
Misuse
DroneMex strictly prohibits any conduct that undermines the security, integrity or business model of the Platform. The following shall be grounds for immediate termination and permanent account cancellation without prior notice:
- Distributing or posting information, messages or material that demeans, embarrasses, harasses, humiliates or threatens any Pilot, Client or third party.
- Downloading or uploading files that could harm the technological infrastructure (viruses, corrupted files, malicious software).
- Engaging in commercial purposes unrelated to the Platform (reselling benefits, subletting accounts, external advertising).
- Attempting, suggesting or making payments outside the Platform to evade the 10% commission. If detected, sanctioned with permanent expulsion.
- False information in the AFAC license, insurance policy or any technical data.
- Monitoring or copying content via robots, spiders or other automated processes without written consent.
- Attempting to bypass, disable or interfere with security measures (DDoS, code injection, unauthorized access).
- Impersonating third parties, manipulating validation records or using credentials belonging to others.
- Decompiling, disassembling or attempting to discover the source code or algorithms of the Platform.
- Uploading materials that infringe intellectual property, privacy or publicity rights of others.
- Distributing defamatory, obscene, threatening or hate-inciting language.
Purpose
DroneMex is a digital intermediation platform that connects Clients who need professional drone services with certified pilots who provide such services. DroneMex acts exclusively as a technological intermediary: it facilitates the connection, payment processing and mission management. DroneMex is not the employer of the pilots, does not own drones for service provision, and does not guarantee the availability or final quality of the work; its responsibility is limited to the correct operation of the digital tools provided.
User Roles
2.1. Client (CLIENT): Individual or legal entity that posts drone missions. Can create, edit and cancel missions. Pays through the platform. Approves or requests revisions. May leave reviews for the pilot after a mission is completed.
2.2. Pilot (PILOT): Individual with drone equipment who offers services. Can browse and accept available missions. Must register their equipment and AFAC license. Receives payment once the client approves the work. May leave reviews for the client.
To act as a Pilot, it is mandatory to upload and keep current:
- RPAS Pilot Authorization or License issued by AFAC.
- RPAS Registration Folio with AFAC.
- Current Civil Liability Insurance Policy (Art. 72 of the Civil Aviation Law).
- Official ID (current INE or Passport).
- Updated Flight Log.
User Registration
Access requires: full name, email address, password (minimum 6 characters), role (Client or Pilot).
DroneMex does not store passwords in readable text: we use bcrypt hashing with 10 security rounds. The User may also sign in with Google (OAuth 2.0); DroneMex never has access to the Google password.
3.1. Phone Verification: DroneMex may require validation of the phone number via SMS OTP to confirm identity for payment operations or missions.
Know Your Customer (KYC)
KYC is mandatory to prevent fraud and identity theft and to comply with the Federal Law for the Prevention and Identification of Operations with Resources of Illicit Origin.
Access Security: Registration with temporary emails is prohibited. Limit of one registration per IP every 24 hours. Device fingerprint recorded.
Level 1 — Personal Identification: Every User must provide INE or Passport. DroneMex uses Stripe Identity for validation.
Level 2 — Technical Certification (Pilots only): AFAC License + Drone Registration Folio.
DroneMex uses Gemini as KYB/KYC verification infrastructure with AI agents and OCR. The User authorizes DroneMex to share information with Stripe for identity validation and legal compliance. DroneMex does not directly store sensitive payment data (PCI-DSS compliant).
DroneMex will reject or suspend accounts with altered documents, inconsistencies or users on watchlists. Compliance is continuous: the system will restrict functions if it detects expired documents.
Authenticity Verification
- Validation through third parties: Stripe Identity. DroneMex has no proprietary mechanisms to verify authenticity with issuing authorities.
- The Pilot is the sole legal party responsible for the authenticity of their documentation.
- DroneMex is not liable for damages, accidents or sanctions arising from false information.
Credentials and Security
The collection, processing and protection of personal data is governed by DroneMex's Privacy Notice.
Intermediary Role
DroneMex acts exclusively as an intermediary. It implements automated validation (OCR + digital identity verification) on Pilot documents. The User acknowledges that:
- Automated systems confirm the type and format of the document but do not verify intrinsic veracity with issuing authorities.
- The Pilot is the sole and exclusive legal party responsible for the authenticity, veracity and validity of all uploaded documentation.
- DroneMex is not liable for damages or sanctions arising from false or invalid information.
TOGAF: Architecture Framework
DroneMex adopts the TOGAF standard (The Open Group Architecture Framework) as a methodological reference for the design and operation of its technological and business architecture. The adoption is strictly internal and creates no additional obligations toward the Users.
Platform Memberships and Trial Periods
In compliance with Article 76 Bis (sections VIII and IX) of the LFPC regarding recurring subscriptions. The membership grants access to post or accept missions, escrow payments, and Stripe Connect payouts.
Every new user receives a free trial period of thirty (30) calendar days. Account states: TRIAL, ACTIVE, INACTIVE, CANCELED.

The User should stay attentive to the notifications they receive, as published rates may vary.
Payment via Stripe. Automatic monthly renewal. DroneMex will notify by email at least 5 calendar days before each renewal. Express and informed consent is required (no pre-checked boxes). The User may cancel at any time from the dashboard in a maximum of 2 clicks, with no phone calls or manual processes.
Payment Methods
Credit and debit cards (Visa, MasterCard, AMEX). Exclusive processing via Stripe (PCI-DSS Level 1). DroneMex never stores full card numbers or CVV.
10.1. Platform Commission: DroneMex withholds 10% of the total budget when transferring funds to the pilot. Stripe fees are absorbed by DroneMex against its 10%.
10.2. Mission Payment Flow:
- The Client creates the mission and sets the budget.
- The Client makes the payment (Stripe Payment Intent).
- The payment moves to "HELD" state.
- The mission moves to "IN_PROGRESS".
- The pilot performs the work and delivers results.
- The Client reviews and approves.
- The Platform transfers the payment to the pilot (minus 10%).
- Mission is marked as "COMPLETED".
Payments, Cancellations and Refunds
Payout time to the Pilot: 2 to 5 business days after mission completion.
If the Client cancels before a Pilot accepts: full refund (minus bank fees).
If the Client cancels a mission already accepted: a penalty applies in favor of the Pilot (mobilization + date hold).
If the Pilot cancels without just cause: the Client receives a refund. The Pilot is exempt if they prove a fortuitous event or force majeure (Art. 2111 CCF), such as adverse weather conditions or sudden airspace restrictions.
11.1. Refund timeframes: 5 to 10 business days after authorization (depends on the issuing bank and Stripe). After the Client's express approval or 72 calendar hours from delivery without Client action, no refund will be issued.
11.2. Notice for Pilots: Accepting missions within 3 days prior to the start date implies limited compensation in case of cancellation. DroneMex issues a warning. Pursuant to Art. 56 LFPC, once a Pilot accepts, the 5-day right does not apply to the full amount.

Payment Management, Disputes and Release
Funds are managed by Stripe in "HELD" state. DroneMex does not directly hold the funds nor act as a financial institution. "HELD" funds do not accrue interest.
Release to the Pilot when:
- The Client validates and confirms the release.
- 72 calendar hours pass after the Pilot marks as "Delivered" with no action from the Client.
- Result of the dispute protocol.
12.1. Dispute Protocol: DroneMex acts as a technical facilitator, not a legal arbiter. The parties have 48 business hours to provide information. DroneMex verifies the agreed technical milestones and executes the corresponding instruction.
12.2. Limitation of Liability: DroneMex's liability ends upon issuing the payment instruction (PAID) or refund. It is not responsible for bank failures or subjective dissatisfaction if the agreed terms were met.
Limits and Mission Types
Sample missions are provided for reference. Minimum budget: MXN $1,000.

Suggested prices are indicative. The final price is agreed between Client and Pilot. A pilot may have a maximum of 3 active missions simultaneously.
13.1. Equipment Classification (NOM-107-SCT3-2019): RPAS Micro (≤2kg), Small (2-25kg), Large (>25kg). Drones >250g require AFAC Registration Folio.
Creating a Mission
Required information: Title (min 5 characters), Location, Description (min 10 characters), Type. Optional: Budget (min MXN $1,000), Polygon, Dates, technical parameters, files up to 10 MB.
14.1. Automatic Estimate: Polygon-based calculation: MXN $2,000 base + MXN $500 per hectare. Indicative, not binding.
14.2. Delivery Brief: The Client must define purpose, format, resolution, angles, specific time if applicable, and a list of expected items. Non-compliance with the Brief shall be cause for a dispute for "Incomplete or Non-Conforming Delivery".
Mission Lifecycle
- OPEN: Posted by the Client.
- IN_PROGRESS: A Pilot accepts the mission and begins work.
- IN_REVIEW: The Pilot delivers results and the Client reviews them.
- COMPLETED: The Client approves the work.
- CANCELLED: The Client may cancel (except COMPLETED). If they request revisions in IN_REVIEW, it returns to IN_PROGRESS.
Abandonment Penalties
- First abandonment: 24-hour suspension.
- Second abandonment: 72-hour suspension.
- Third abandonment onward: 168-hour suspension (7 days).
Sanctions and Remediation
The Pilot acknowledges that operation is regulated by NOM-107-SCT3-2019 and the Civil Aviation Law. DroneMex does not carry out missions under conditions of:
- No Registration: drone >250g without AFAC registration (fines up to 200 UMA).
- No Insurance: flight without an active policy.
- No License/Authorization: drone >2kg without AFAC license.
- Prohibited Zones: near airports (<9.2km), heliports (<3.7km).
- Excess Altitude: >122m (400 feet) AGL.
- Night Flight: without required permits and lights.
AFAC fines (between MXN $17,000 and over MXN $400,000) and civil/criminal liability are entirely the responsibility of the Pilot or Client.
Permanent Expulsion without prior notice: forged documentation, accidents due to negligence, attempts to charge outside the platform. Reactivation: upload evidence of a current document; validation in 48-72 business hours.
Reviews and Communication
One review per mission per person. Private 1:1 messaging tied to each mission. Messages are stored with sender, recipient, date and time. DroneMex may audit to verify compliance. Prohibited: inappropriate language, harassment, unrelated content (spam).
Financial Transparency
- Service Commission: 10% of the total budget. Covers guarantee, Stripe processing and support.
- Pilot Payment: 90% of the agreed budget via Stripe Connect Express.
- Minimum Budget: MXN $1,000 per mission.
Prevention of Illicit Operations
In compliance with the LFPIORPI, DroneMex monitors unusual patterns and verifies identity. It cooperates with the UIF in case of suspicious activities.
Intellectual Property
Everything on the Platform (code, graphics, design, logos) is the exclusive property of the entity that operates DroneMex. It is prohibited to reproduce, modify, distribute, sell, reverse-engineer, decompile or use the brand without authorization.
21.1. Deliverables: Pursuant to the Federal Copyright Law, the Pilot retains moral rights over the works. The Pilot automatically assigns the economic rights to the Client when the payment moves to PAID. The Client may reproduce, distribute, commercialize and transform without additional authorizations. The Pilot retains a non-exclusive right to use the works in their professional portfolio (except where a confidentiality clause applies).
Aeronautical Regulation
The Pilot is solely responsible for complying with AFAC and NOM-107-SCT3-2019. DroneMex assumes no liability for non-compliance.
Service
DroneMex implements reasonable measures to ensure availability. Minimum User requirements: device with 8GB RAM, modern browser, cookies and pop-ups enabled, connection of at least 10 Mbps (4G on mobile).
Limitation of Liability
DroneMex is not responsible for the quality of the Pilots' work or the truthfulness of User information. The platform is a technological intermediary. It is not liable for breaches arising from fortuitous events, force majeure, internet failures, server maintenance or external factors.
Security Standards
- SSL/TLS encryption (HTTPS) via Vercel Edge Network.
- PostgreSQL database (Neon) with SOC 2 certification.
- Passwords with bcrypt + 10 salt rounds.
- Payments processed under PCI-DSS Level 1 via Stripe.
Modifications
DroneMex may modify these Terms at any time. Modifications take effect upon publication. Continued use constitutes acceptance of the new Terms.

Jurisdiction
Governed by the laws of the United Mexican States. Disputes: administrative route through PROFECO. If unresolved, the competent Courts of Yucatán shall have jurisdiction, without prejudice to the consumer's right to choose their domicile under the LFPC.
